Tulcea is a city in Northern Dobruja, Romania. It is the administrative center of Tulcea County, and had a population of 73,707 as of 2011. One village, Tudor Vladimirescu, is administered by the city.

Tulcea is the gateway city to the Danube Delta Biosphere Reserve — a UNESCO World Heritage Site and one of Europe's most important wetland ecosystems. River cruise ships depart from Tulcea for excursions into the delta's labyrinth of channels, where pelicans, cormorants, purple herons, and hundreds of other bird species inhabit vast reedbeds.
